Medicaid Estate Recovery (Policy Brief)
This brief provides an overview of state Medicaid Estate Recovery programs, which enable states to recoup public spending for Medicaid long-term care recipients from the estates of those recipients after their death.

Medicaid Liens (Policy Brief)
This brief presents the fundamentals of Medicaid liens - what they are, why they are permitted, and how they are applied by state Medicaid programs. Liens are a tool that states may use to ensure their right to recover past Medicaid spending on the property owner's behalf when he or she, or certain close relatives, no longer need the property.

Medicaid Treatment of the Home: Determining Eligibility and Repayment for Long-Term Care (Policy Brief)
This brief provides a synopsis of how the home is treated in determining Medicaid eligibility for recipients of long-term care services and the circumstances under which Medicaid may recover spending on behalf of the recipient from equity held in real property. Broad flexibility is conferred on states to implement generic federal Medicaid rules, resulting in considerable state-to-state variation in how homes are treated in specific circumstances. State-specific insights and comparisons are subjects for future study.

The Winter Park Health Foundation (WPHF) released the fifth in a series of policy briefs focused on Florida Medicaid Reform - "Understanding Florida's Medicaid Waiver Application." This policy brief examines Florida's Medicaid Waiver application made public on August 31. The author is Joan Alker, Senior Researcher for the Georgetown University Center for Children and Families, who also authored the previous policy briefs. The state's Medicaid waiver application was recently approved by the USHHS.
In releasing this brief and others on Medicaid reform, the WPHF hopes to provide information that will further thoughtful public discussion on Medicaid.
