This issue brief analyzes the implications and impacts on the health care delivery system, in which not-for-profit community hospitals and nonprofit health plans (such as Blue Cross and Blue Shield plans) have a long-held status, and the emerging trends of conversions to for-profit status. Includes sections on oversight and monitoring, accountability and community benefit, the issue of valuation and guidelines for regulation. Pertinent activities in other states are summarized, and a case study of Blue Cross and Blue Shield plans is offered, with specific summary of for-profit conversions in the states of California and Georgia. The status of Blue Cross and Blue Shield of New Jersey is explored as a "case in progress."
