The Uninsured: An Ongoing Unresolved Problem –
Funding Charity Care in New Jersey

Offers an analysis of the evolution of New Jersey's system of providing "charity care" to its uninsured and underinsured residents and includes a "short history" timeline of New Jersey's statutory, regulatory and judiciary responses to the financing and structure of its uncompensated hospital care system. Discusses the delivery system evolution of charity care managed care, with sections on the ways in which New Jersey and other states are financing their uncompensated care services, the changing role of federal Medicaid disproportionate share hospital (DSH) payments, the new children's health insurance program funding and issues of crowd-out. A five-page appendix includes tables on rates of uninsurance, uncompensated care states; federal Medicaid DSH payments under the Balanced Budget Act of 1997 (through 2002) and estimated state allocations for children's health insurance (through 2002).
