The Issue Brief Review – April, 1997

The publication is a 100-page publication that consists of two components: (1) a compilation of New Jersey Policy Forums (NJPF) briefs that span from June 1996 through March 1997 and (2) 1997 "Updates" on subjects presented in previous issue briefs (1994-1996). (The titles and topics covered in both the complete issue briefs and the Updates are listed below.) The Review also includes a set of tables designed to provide "A New Jersey Snapshot" of the state's population and economic data, personal health care expenditures, hospital care expenditures, managed care markets and the status of state legislation in such areas as insurance reform, managed care and the programs for coverage for the state's uninsured and under-insured populations (c. 1995 data).

While The Issue Brief Review is now "out-of-print," specific requests can be made for copies of the documents that comprise it. For special requests, there is a postage and handling fee, which is based on the weight of the mailing.

April 1997 Issue Brief Review Updates:
  • The Uninsured - An Ongoing Unresolved Problem
    1. Update on Charity Care Delivery Systems and Funding, including a section on Charity Care Managed Care (P.L. 1996, c.28) and a table showing 1995 Charity Care Subsidies and 1996 Charity Care Subsidy Payments, listed by county. [2 pp.]
    2. Update on New Jersey's Health Insurance Reform Programs, includes a review of the status of the state's Individual Health Coverage Program and the Small Employer Health Benefits Program. Reference is also made to the Health Access program. [2pp.]
  • The Medicaid Program - Title XIX
    1. Update on the Medicaid Program (national, regional and state data), including sections on Medicaid beneficiary groups and enrollment, expenditures, services and the "future of Medicaid." Looks at trends during 1990s, such as the reduction in the rate of Medicaid spending growth and state variations in Medicaid spending. Offers 15pp. of tables and charts with Medicaid enrollment, expenditures and service information, for years 1988 to 1995-96, on national and state levels. [20pp.]
    2. Update on the Status of Medicaid Funding of Chronic and Long-Term Care, focusing on strategies for states to control the rate of growth of Medicaid long-term care expenditures, and the role of Medicare vis-à-vis addressing the issue of chronic care and long-term care. Includes both narrative and graphics. [4pp.]
    3. Update on Medicaid Managed Care, covering trends and issues in New Jersey and other states. [2pp.]
    4. Update on Managed Care - Oversight and Regulation, with national, state New Jersey-specific information on statutory and regulatory activities. Includes table of "New Jersey HMO Membership by Category." [3pp.]
